It's official! The European Parliament has given its final approval to a historic legislative text. For the very first time, the European Union is adopting strict common standards regulating the breeding, housing, traceability, and importation of dogs and cats.

  • Connected Databases: Animals will be registered in national databases interconnected at the European level to simplify tracking.

  • What are the deadlines? While breeders, sellers, and shelters must comply within 4 years, there's no need to panic for individuals who do not sell animals. The registration obligation will apply later (within 10 years for dogs and 15 years for cats).

No more legal loopholes! Too many animals have so far entered the EU under the guise of "non-commercial movements" only to be illegally resold.

The new legislation requires that any dog or cat imported from third countries for commercial purposes must be microchipped before entry. For individuals traveling to the EU, it will be mandatory to pre-register their microchipped companion in a database at least 5 working days before arrival.

The law directly addresses cruel commercial abuses to re-center animal health:

  • Prohibition of Inbreeding: Breeding between close relatives (parents/offspring, siblings...) is now prohibited.

  • Stop to Extreme Physical Characteristics: Breeding aimed at developing exaggerated physical traits (which lead to severe respiratory difficulties or major health problems in certain breeds) becomes illegal.

  • End of Mutilations: It is now formally forbidden to mutilate dogs and cats for aesthetic, exhibition, or competition reasons (such as ear cropping or tail docking).

  • A Life Without Chains: Chaining or tethering a dog or cat to an object becomes prohibited (except in strict medical cases). The use of choke collars or prong collars without an integrated safety mechanism is also banned.
